Ability to deprecate a pattern

Problem/Motivation

Imagine at some point a contrib theme may want to deprecate a pattern, for example ui_suite_uswds we have an icon pattern that I want to replace with ui_icons. So ideally I could deprecate the pattern icon

There is already a status enum in SDC:
