Excluded tags don't work

Tha tags filled in the "Excluded tags" field are not excluded and still removed.

Create a test on simplytest.me, with Drupal core 10.3.5 and CKEditor5 Custom Paste 1.0.3
Enable Custom Paste on Full HTML format and add "a" in the "Excluded tags" field.
Try to paste a rich text containing a <a> tag
The <a> tag is still removed when pasted.

I can confirm the <a> do not work. I know that others work just fine (like table tags). Was hoping to maybe dive in and try to figure it out but I can at least, for the time being, confirm the <a> tags are not created/persisted from pasting in.
