Excluded tags don't work

Problem/Motivation

Tha tags filled in the "Excluded tags" field are not excluded and still removed.

Steps to reproduce

  1. Create a test on simplytest.me, with Drupal core 10.3.5 and CKEditor5 Custom Paste 1.0.3
  2. Enable Custom Paste on Full HTML format and add "a" in the "Excluded tags" field.
  3. Try to paste a rich text containing a <a> tag
  4. The <a> tag is still removed when pasted.
