(Not) contains check does not work as expected

Problem/Motivation

When setting the global or categorized awareness, the Cookie comparison operator for Contains/Not contains does not seem to work properly.

Steps to reproduce

Enable the Contains/Not contains operator for a certain cookie awareness and try to load a page with a certain consent contained/not contained in the cookie.

The operator does not pick up the set cookie value to see if the cookies were accepted or not.
