(Not) contains check does not work as expected

Problem/Motivation

When setting the global or categorized awareness, the Cookie comparison operator for Contains/Not contains does not seem to work properly.

Steps to reproduce

Enable the Contains/Not contains operator for a certain cookie awareness and try to load a page with a certain consent contained/not contained in the cookie.

The operator does not pick up the set cookie value to see if the cookies were accepted or not.

This patch has been used on one of our production environments since 02/2025 without problems, so I think it can be put on RTBC.
