Display a notice on the module settings form to indicate that we're switching to Klaro

Problem/Motivation

As discussed on Slack and mentioned in the related Klaro issue → , the maintainers of this module would like to join the collaborative work to improve Klaro → . Klaro has an open source library dependency and also backing from the sponsors/maintainers of this module, as well as other significant consent/cookie modules in the Drupal sphere.

Proposed resolution

The module would be put into maintenance mode, meaning we will solve critical bugs, but not add any new features. If you have objections, please report your concern in this issue.
