Since Administrator role is the "root" user, Drupal defaults assigning all permissions to the role. In this case, that means that the Administrator role is now presented as an option for WBA configuration. This is not necessary since the Bypass Access is already on.
Remove the "Allow all members of this role to be assigned to Workbench Access sections" permission from the Product Management role. It may not be possible since we are basically overriding a Drupal core function.
