When saving environment switchers the message says I saved an environment.

Problem/Motivation

When saving an environment switcher, I see a message that says saving a specific environment, when in reality, we are just editing a config entity switcher.

In fact that entire form is quite confusing, with the exception of the local task, which clearly labels what the form is for.
