File attachment settings: mime types form values are not fetched from the config (typo in the config name)

Problem/Motivation

"File translation" form contains a list of mime types. Once selected and submitted page gets refreshed but saved values are not stay selected on the form.

Steps to reproduce

0. Create dummy provider plugin with `files = TRUE` in plugin definition comment.
1. Open `/admin/tmgmt/settings` page.
2. Select some mime types and submit form.

Proposed resolution

Fix a typo in form definition where it reads selected mime types from config.
