Move stock sub-module to be separate project

Problem/Motivation

The module depends mostly on Commerce Core, but there is a sub-module that depends on commerce_stock.

To raise requirements for the main bundle module we always need to track progress in commerce stock, which can block this module, and not all users needs/use stock submodule

Proposed resolution

Move the sub-module Commerce Variation Bundle Stock to separate the project

and remove composer require-dev section for commerce_stock
