Registration form permission error

Use users' personal contact forms is displayed on the registration form even if it is disabled in the authorizations (for an anonymous user, the authorization is not checked).

    Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies. Restoring template and adjusting tags per the guidelines.

    I am not sure I understand the problem. Can you provide steps to reproduce?
