D11 support

The action module was removed in Drupal 11. There is a contrib module to replace it. https://www.drupal.org/project/action → . However we can't just require it as this would mean breaking compatibility prior to Drupal 11.
Also, I believe it should be required by VBO itself, not us.

Added drupal/action to require-dev to see if the tests would pass, but I've been discussing this with @graber on Slack and the dependency is going to be removed from the tests, since it doesn't seem to be needed in VBO.
