Option as a block as well as section

We have a use case for the chat pages on nonprofitdrupal.org where we have a section with a "sidebar" we'd like to keep, but could use tabs in the 66% left column to show:
Event basic info | Topics | Roll call

Could there be an option to add the same tab functionality provided on "Section" also for a "Block", nesting the tab blocks there?
