Transition messaging is confusing

Problem/Motivation

We display messaging about the next transition not being possible yet. But it is possible. But we're showing this messaging to the wrong person. The reviewer doesn't have access to do anything here. They can only approve. They don't transition anything through the phases. Let's just remove all that messaging.
