Should Shrubs Drupal Cypress Commands be a JavaScript package and not a composer package?

TIL https://github.com/testing-library/cypress-testing-library#readme.

Maybe we need to change https://github.com/kanopi/shrubs around to get imported in cypress instead of relying on composer installer-paths.
