New settings entities are created instead translations

Problem/Motivation

When a settings entity has been created previously in a certain langcode, and the same settings are requested in a different langcode, a new entity is created instead of a translation of the existing entity.

Steps to reproduce

Visit the settings entity form in a new langcode, or request a page where settings are used in a new langcode.
