When block visibility is configured for pages, and no paths are set, and 'Hide for the listed pages' is selected, then the block is not shown on any pages. In the tab for the pages visibility the text 'Not restricted' is shown. This text is erratic as the block is not shown on any pages so users would expect the text 'Fully restricted'.
Configure a block page visibility as described in the 'Problem/Motivation' section above.
When no pages are set, and the option 'Hide for the listed pages' is selected, then show the text 'Fully restricted' and not 'Not restricted'.
Create a fix
The text 'Not restricted' is replaced by 'Fully restricted' when no pages are selected in the block pages visibility settings and the option 'Hide for the listed pages' is selected.
