Update Gitlab CI template now that Drupal 11 is the default version

Problem/Motivation

In 📌 Update templates so 11.0 is the default/current branch RTBC Drupal 11 became the default version for running tests. We need to adapt our Gitlab CI templates to keep using Drupal 10 until we are ready to update to Drupal 11 (currently blocked on 📌 Drupal 11 compatibility Active ).
