Implement the first version

I've started working on integration between Drupal and Panther.

This project is empty, so I don't know the original idea. This issue and the related MR are to propose my draft implementation.

To test the MR, install the module as usual and apply the "patch/allow_panther_tests.patch" patch to the Drupal core.
