Table element is missing button to add rows

Problem/Motivation

See screenshots for details.

In elements custom composite we can see add row.but in elements Table missing add rows?
This cannot add any rows. If this is not a bug, are there any ideas on how to implement it?
Hope to get your suggestions.

I am not sure how the example is being created in the screenshot.

Please provide an example webform with the steps required to reproduce the issue.

My guess is the second element is limited to 1 item
