The goal of this issue is to add an indication and log to the order activity stream that the order has been completed using a webhook. So in this case, we'll have the option (in the CheckoutEvents::COMPLETION or commerce_order.place.post_transition events) to email the service team and let them know that they need to review the order and make sure everything is OK with it.
Additionally, we can add a log to the order activity stream so that if we need to return to the order in the future, we know what happened here.
