Route sitewide_alert.sitewide_alert_config_form does not exist.

Problem/Motivation

Conducting upgrade from Drupal 8 to Drupal 9 (on the way to 10).

Produces: "Uncaught PHP Exception Symfony\Component\Routing\Exception\RouteNotFoundException: "Route "sitewide_alert.sitewide_alert_config_form" does not exist." at /core/lib/Drupal/Core/Routing/RouteProvider.php line 206"

Run update process as usual.
