@smustgrave I've created an issue fork with two branches.
MR!84 demonstrates how to package the dependency directly if you're happy to do that.
MR!85 shows how foxy support can be added to the module on top of MR!84 (it contains all of that MR).
It is possible to include the shepherd library without using a bundler but ensure that it loads before the tour code is not something I am familiar with, I think you were on the right path with importmaps.
