Add support for setting a filter on the Search Request.

Problem/Motivation

Vertex AI Search supports many types of filters based on the data store(s) that you have specified in your app. Right now, the vertex_ai_search module doesn't have a way to add a filter to the Search Requests.

Proposed resolution

A filter can be set on the SearchRequest object. This module will need to have a process that allows for the selection of a configured filter and setting the SearchRequest to use it. I think the resolution for this is adding a new Plugin type for filters.
