Add form conditional states testing

Problem/Motivation

This is a follow on issue from https://www.drupal.org/project/time_field/issues/3463912 🐛 The integer 86401 should not be used to represent an "empty" time element Active which made the assumption that form states were buggy due to the change in treating 86401 as an "empty" value. Currently the module has no states related testing to prove this correct or not.

Proposed resolution

Add states related testing for when a time field element is both a trigger and a dependent.

I have added the testing and opened the merge request.

Contrary to my initial thoughts in https://www.drupal.org/project/time_field/issues/3463912 🐛 The integer 86401 should not be used to represent an "empty" time element Active , javascript states is actually working.
