Fix composer version to 2.7.9 for PHP 8.3 images

Problem/Motivation

When docker images get rebuild the latest version of composer is installed

Last update to 2.8.1 caused some failures installing 11.x core so better to downgrade (install specific version while issue is resolved)

Proposed resolution

- fix composer version in image to 2.7.9
- file core issue to dig the reason of failure
