I just updated a site to use this and there is an issue with existing Partners blocks.
Warning: foreach() argument must be of type array|object, null given in _lb_partners_blocks_get_partners() (line 67 of modules/contrib/lb_partners_blocks/lb_partners_blocks.module).
Also the new Partner's Tiers block can not reference existing Partners items.
And the theming seems broken when I add a Partners Tier block.
