Some configuration settings not saving in admin UI

Problem/Motivation

When I try to disable the configuration settings "Allow HTML" and "Interactive tooltip" on the config page found at this url: "/admin/config/content/ckeditor-tooltips", my changes to those fields do not save.

Steps to reproduce

Install version 1.0.0
Navigate to /admin/config/content/ckeditor-tooltips
Change the value of "Allow HTML" and/or "Interactive tooltip"
Save the settings
See the values unchanged.

I believe my small bit of changes on fork ckeditor_tooltips-3478273 fixes the issue.
