src/Entity/FieldEncryptEntityType is a ConfigEntityType, but core doesn't support their conversion yet: 📌 Convert entity type discovery to PHP attributes Needs review

Let's convert this once the core issue gets in.

Attribute support is in 11.1, so this can be added to 4.x now.
