Fail curl should not log in emergency level

Problem/Motivation

The Purger plugins use an emergency level to log guzzle errors, this seems overkill (no one use this level).
It is specially when syslog module is enable, by default syslog service broadcasts emergency errors to all open shell sessions.

Proposed resolution

Replacer $this->logger()->emergency with $this->logger()->error or less.
