Remove or refactor config_distro_ignore to work without config_distro_filter module.

Problem/Motivation

Config Distro Ignore has a dependency on the now deprecated config_distro_filter module.
Before removing config_distro_filter from this codebase, we must first decide on what should become of the config_distro_ignore module.
