PHPUnit Job Always Fails

The Pipeline job `phpunit` is now passing.

I have checked #3 Pipeline job `phpunit` now all job passed successfully except phpunit (next major) it still throwing some error.
so if we want only phpunit job passed cleanly then we can move it to RTBC.

The `phpunit` job's error are what I would procedural errors; the namespaces of the test classes were wrong. The `phpunit (next major)` error is an actual test assertion failure when run against Drupal 11 and I would say is out of scope for this very focused issue. Moving to RTBC.
