Problem/Motivation

This is blocked on ✨ Add Alpha level Experimental Package Manager module Needs review .

It was noted, in https://git.drupalcode.org/project/drupal/-/merge_requests/3608#note_371650, that Package Manager adds a configuration option to prevent unknown files in the project root from being removed during staging operations.

This option isn't documented, really, and it doesn't belong in package_manager.api.php because it is not part of the API. It might be something worth adding to default.settings.php, but that cannot happen until Package Manager is stable. That's why this issue is a stable blocker. Let's use this issue to figure out how best to integrate this option into a stable release of Package Manager as a core module.
