Ajax block is not loading when Initial visibility level is set above 1

Problem/Motivation

The menu Block is configured to load via ajax and the Intial visibility level field value is set to 2, Insuch case the ajax block is not getting rendred. The content is empty.

Steps to reproduce

Create a menu block
set the Intial visibility level field value to 2.
In the Ajax block section check the checkbox "Load block via Ajax".
Refresh the page to check the menu block in front end.

Proposed resolution

Irrespective of visibility level, The block content should get rendered as how it is working when we are not using block_ajax module.
