Fix accessibility issue of Files list Component

Problem/Motivation

1. The file items do not have mouse hover styling.
2. Navigating from outside of the Files List component to the first list item, the screenreader reads the item as ‘link, [filename], article’.
3. Non-text color contrast. The list background and the page background did not meet Color Contrast requirements.
