Update documentation to add the ddev config missing part

Problem/Motivation

Following the documentation might be a bit confusing for people that are not accustomed to DDEV.

The first step is to setup the ddev config.

Follow the steps on https://project.pages.drupalcode.org/la_eu/setup/

Proposed resolution

Add the missing ddev config command at the beginning of the process.
