Add 'Add this template to library' to actions

Problem/Motivation

Currently 'Add this template to library' is a link rendered above the sections. It would be more logical since this is a page wide action, to add it to the 'actions' section of the form. Not as a link, but as a button like the rest of the actions.

Proposed resolution

Alter the actions and add a button to do the 'Add this template to library'-action.

Move from a link to an action button.
