"No visible changes" message in not visible for Visual Inline layout. But it's visible for Split fields and Unified fields layout.
Change the moderation state of a node and compare the revisions in Visual inline layout.
And change the filter to split filed and unified field layout.
You can see the "No visible changes" message for split filed and unified field layouts if there are no changes in revisions. But you can't see the message for Visual inline layout.
