paragraphs_library item cannot be translated

Problem/Motivation

When editing a new paragraphs library item, there is no option to translate the entity.

Steps to reproduce

With paragraphs and paragraphs_library installed, create a new paragraphs_library item at /admin/content/paragraphs/add/default. After saving it, edit the item and observe that there is no Translation link available in the primary tabs.
