That's a great idea! Feel free to provide an MR if you have time to work on it!
Right now when Marker is enabled, it's enabled sitewide. There are a lot of reasons to want to restrict how/where the library is turned on. Leveraging Drupal's Conditions API would allow people to control where the widget is used and would also allow other modules to extend that control without Marker having to manage that functionality itself.
