Feature request: Configuration by Role

Problem/Motivation

Currently, the configuration allows to "Require Revision Log Messages" by Content Types

If there are 3 user roles editing any given content type, enabling for that content type would impact all 3 user role types. However, I would like to require it only of my lowest privileged role which is for my least experienced users.

Steps to reproduce

Go to Admin > Configuration > Content Authoring > Require Revision Log Messages.

Notice that the options to enable are only for content types.

Proposed resolution

Go to Admin > Configuration > Content Authoring > Require Revision Log Messages.

Add an additional section to enable by Role and provide checkboxes for each role.
