Ajax error when adding element in new form

Problem/Motivation

When adding a new element to a form, the add element form does not appear due to an ajax error.
Some digging shows the origin of the error is in WebformManagedFileBase (/src/Plugin/WebformElement/WebformManagedFileBase.php)

Steps to reproduce

Somewhat hard to reproduce, but apparently the $element['#webform_key'] is not available in all situations.

Proposed resolution

Check if $element['#webform_key'] is available.

@johankleene please try the latest development snapshot of 6.3.x. It may have been fixed.
