Menu alter should only apply on Camp pages

Problem/Motivation

If a menu is used as a Camp Submenu and is used in other places, it will will be themed as a camp menu everywhere it's used. We should only add the menu template suggestions if we're on a Camp page or Camp Subpage.

Steps to reproduce

Add the Utility Menu as a Camp Quick Links menu on a camp page.
View the Utility menu on a non-camp page
Observe the camp styling is used.

Proposed resolution

Check the route before adding the template suggestion.
