Provide a way to do theme development

The packages used in the theme are so old it's really hard to get it up and running on the latest macbooks.

Apple has removed Python2 in newer OSX versions. Additionally the version of Node SaSS we use does not support the Apple Silicon architecture

- Try to get the tools up and running by following the readme and notice all kinds of errors

Provide a dockerfile so we have a controlled environments.
