BEF: Placeholder text not used

Better Exposed Filters has an option to set the default label before an item is checked. This doesn't seem to work.

The "Placeholder text" string is used until an item is selected.

Fix the logic so that the "Placeholder text" value is used until an item is selected.

When "Placeholder text" is provided that string will be used instead of the default "Selected 0 of [x]" label.
