Missing Link in Domain page Local tasks menu

Problem/Motivation

If you go to the Domain list, you can see the available actions "Edit" and "Languages". If you click on "Edit", you can see the local tasks menu, with "Edit" and "Delete" entries, but the "Languages" one is missing. This can be confusing for some users.

Steps to reproduce

- Install the domain and domain_language modules.
- Create some domains.
- Go to the domain list (/admin/config/domain), on the operations for each domain you can see "Edit", and "Languages".
- Click "Edit" in one of the domains.
- In the local tasks menu on top, the "Languages" link is not present.

Proposed resolution

Add the "Languages" link to the local tasks menu.
