You are a co-maintainer for the project, which means you do not have all the permissions on the project. Only maintainers have all the permissions.
These offers need to first be created on the project issue queue, even when the person asking for more permissions is already co-maintainer. As per Offering to become a project owner, maintainer, or co-maintainer → , they can be moved in the Drupal.org project ownership queue → , 14 days after the offer was posted/moved in the project queue, if the offer has not been declined from other maintainers (including the project owner).

To be able to change the default branch is sufficient to have the Administer maintainers and Write to VCS permissions. Since mkalkbrenner now has all the permissions on the drupal.org side, he is able to change the default branch.
