Difficult to activate downward auto-scroll in certain situations when components are dragged

I changed the title to clarify the problem. The issue and video is about downward scroll, but this is true in general for both directions. Unless there are very specific steps to reproduce, I'm inclined to consider this as a duplicate of 📌 Improve auto-scrolling when components are dragged Active , and maybe that issue, too should be given an updated title.

If you are able to scroll down when the bottom isn't shown, then I guess it can be a follow-up tweak. But I couldn't :) I've pointed the tweak issue here.

I think the experience can differ based on what you have on the page. It's definitely not great, and "tweak" probably too generous of a word in this case. 🙃 I changed the title accordingly for 📌 Improve auto-scrolling when components are dragged Active , and I think it's a good idea to focus on the scrolling problem there holistically, at least until we understand it better.
