Copy CSS from seven and classy into build directory

Problem/Motivation

Seven and Classy have been removed from current versions of drupal/core which means the existing CSS build system no longer works.

Proposed resolution

Since there is no more development on those themes, move the imported CSS files into the project's scss directory and change the @import paths in the scss files.
