Exposed Filter value of View Block is not editable in gutenberg on edit screen
Create a View Block
Add Filter in the Filter criteria
Expose filter to the use
Allow this view Block on content type having gutenberg experience enabled
Add this view block to the node and the exposed filter value will be locked
