Since others haven't added to this issue, I assume it has something to do with your environment. Can you disable custom/contrib modules one by one and see if the problem keeps happening? Some code somewhere is probably trying to store the database connection in the db or similar.

Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to the Core change policies β .
Any progress on the steps to reproduce? Without that we can't move forward with this issue and this may be closed after three months.
