Move all the code in apc.module to apc_admin.module

In most of the cases, this module is installed to use a different cache and lock backends. In few cases, people would need to have access to a page showing statistics about the APCu usage or see debugging information about how the APCu storage is used.

For that reason, the code in the apc.module file should be moved in a new module file (for example, apc_admin.module) which is installed when it is necessary to have access to that information. I regard this new module as developer-only module.
